Anthony James is a retired Department of State Diplomat Information
Technology officer who has over 30 years of information technology
experience domestically and overseas, providing IT support to over 256
countries abroad. As the Deputy Director for Information Technology
Training, Foreign Service Institute, Anthony was charged with providing
computer based training to over 8000 Department of State employees
annually. In 2012 Anthony retired as the Deputy Chief Architect,
Strategic Planning Office. His assignments included work domestically
and U.S. Embassies abroad, leading program administration, management of
strategic planning, project management oversight of millions dollars of
information technology programs, and implementation within the
government (U.S. Department of State).
He served as Regional Technology Officer, Department of State, Bureau of
African Affairs, providing leadership and management of over 500
employees domestically and overseas, Executive Regional Information
Network Manager, Deputy Director for Technology Training, the School of
Applied Information Technology, Department of State, George P. Shultz
Foreign Service Institute, Information Technology Manager, U.S. Embassy
N'djamena Chad, Operation Manager Foreign Post Telephone Executive
Division. Over the course of his career, he demonstrated visionary
leadership and team-building skills, recruiting, hiring and leading
highly-skilled technical teams in all phases Enterprise Architecture,
Project Management, and Information Technology Programs.
Mr. James served as the Department of State's Chief Architect;
responsible for overseeing, managing and coordinating the development of
the State Department's Enterprise Architecture. These duties include
conceptualizing, creating and continuing the evolution and maintenance
of the Department's Enterprise Architecture program and collaborating
with other government agencies to achieve the same common objectives.
Also, Mr. James was the Bureau Technology Officer, with the oversight of
28 Project Managers and a $190 million dollar budget. The IT program
manager leads, coordinates, communicates, integrates and is accountable
for the overall success of the program, ensuring alignment with critical
agency priorities. Was responsible for ensuring the work efforts
achieved the outcome specified within the agency's business strategy,
including appropriate strategic, life cycle management and capital IT
investment plans. Work included project selection, prioritization,
evaluation and monitoring, cost schedule management, risk management,
quality management and resource allocations.
