TJ1 Global Solutions Selected to Evaluate ASPE Program
October 2014 — The Department of State (DoS) has selected TJ1 Global
Solutions (TJ1) to evaluate and appraise the existing Accident and
Sickness Program for Exchanges (ASPE). With assistance from its
Mentor-Protégé teaming partner, Interactive Technologies Group, Inc.
(ITG), and an additional team member, the Altarum Institute, TJ1 and ITG
will advise the Bureau of Educational and Cultural Affairs (ECA) on
various options for cost-effective healthcare insurance coverage that
meets the unique needs of the DoS exchange participant population.

The Team will be responsible for conducting an assessment of the current
ASPE program and other alternatives in the marketplace, and providing
documentation to include a final set of analyses on insurance options
and their estimated costs. In providing the assessment, the Team will
also develop a proposed transition and implementation plan based on the
recommended insurance options, as well as provide guidance and technical
advice to ECA Program Offices and Program Managers in relation to
healthcare programs, the Affordable Care Act, and the requirements of
U.S. host institutions that receive the exchange participants.

The Altarum Institute is the third member of the team supporting the
requirement by providing health care subject matter expertise. Altarum
Institute is a nonprofit research and consulting institute that
contributes to the improvement of human health through its partnerships
with health-related organizations. While this is the Altarum Institute’s
first engagement with TJ1 Global Solutions, Altarum and ITG have worked
together in other health care opportunities at the Department of
Veterans Affairs.
TJ1 Global Solutions was established in 2012. As a former DOS
information technology executive and retired Foreign Service Officer,
TJ1’s founder, Anthony James, possesses a deep understanding of the
needs, structure and policies of DOS and assists clients in crafting
responses to solicitations and evaluation of proposed personnel relative
to contract requirements. Through the company’s DOS Mentor-Protégé
agreement, TJ1 currently provides executive consultative services to an
IDIQ issued under Management Professional Services with the Department
of State. TJ1 has provided similar services to FLUOR in pursuit of work
supporting the DOS Afghanistan Life Support Services (ALLIS) program.
TJ1 personnel have experience providing visa adjudication services
within the State Department as well as an understanding of the
technology used to support processes within the Bureau of Consular
Affairs.
November 2016, TJ1 Global Solutions was award a
multiple year contract to support the Overseas Private Investment
Corporation (OPIC), Financial and Budget Systems and provide
Administrative support to all the U.S. Embassies i Africa and in the
